Brief outline of Project:
The Masarouna team is looking for a team of experienced consultants to conduct the end evaluation of Masarouna “Our Pathway” programme. With a budget of over € 51.761.487, the programme runs from 1 January 2021 until 31 December 2025, and is supported by the Dutch Ministry of Foreign Affairs. The programme is implemented by the Masarouna Consortium – comprising of FEMALE, RNW Media, SMEX and Oxfam Novib. It is implemented in six countries in the MENA region as well as at Regional and Global levels.
In the MENA region, where securing Sexual and Reproductive Health and Rights (SRHR) is especially challenging, the Masarouna “Our Pathway” Programme mobilises the power of young people, for collective action to support their fight for greater freedom of choice and respect for their SRHR through new and innovative pathways for change.
The evaluation budget is €210,000 (excl. VAT) with proposals due 31 Jan 2025 and the final report expected by Feb 2026. The evaluation will focus on effectiveness, coherence and sustainability, and in line with the nature of the programme and the region, it will be guided by the following principles: Gender transformative approach, Intersectionality, Meaningful youth engagement, Inclusivity, and Conflict sensitivity. We seek experts in evaluation, gender-transformative approaches, youth engagement, and the MENA context to drive learning and shape future initiatives.
