Call for expression of interest – Short-Term Consultancy – 1 July 2020 to 30 June 2021

Purpose of the Consultancy

The objective of this consultancy is to attract expertise to take forward work on the development of training materials and learning packages for WHO Emergency Programme priority subjects, e.g. Incident Management System and Global Health Emergency Workforce training.

Background

WHE LCD is scaling up support for the development of training for personnel working in health emergency settings: within WHO, in Member States, in partner organisations, and in networks across the world. The aim is to build on online trainings, face to face workshop and  simulation exercise materials, and competency assessment methodology developed in the past two years under the WHE Learning Strategy, and to further expand, systematize, standardize, coordinate and increase the effectiveness and impact of national and international personnel, networks and experts who support Member States to manage health emergencies. Building on competency-based training curriculum and materials that have already been developed for the introduction to the Incident Management System (IMS), the priority going forward is the development of learning resources for decentralised capacity building across Member States, and particularly on assisting WHE teams with the development of learning materials for each of the 6 functional areas of the Incident Management System.

Work to be performed

  1. Develop competency-based standards and material for blended learning for a health emergency response core curriculum for personnel working in health emergencies aimed at Member States, partners, networks and WHO staff. Deliverables: Core curriculum and learning materials for scaling up capacity building of personnel working in health emergencies globally.
  2. Work with other WHE teams to develop competency-based standards and material for blended learning for 6 core IMS functions based on existing and newly developed material. Deliverable: Draft set of IMS functional training materials
  3. Develop competency-based standards and material for blended learning for Emergency Operations Centers (EOC) training based on existing approved guidance and to support Regional offices to further operationalize their learning material through transformation into online learning that is adapted to the needs of adult-learners. Deliverable: Draft set of EOC training materials
  4. Develop a new online course on the Emergency health response landscape and architecture drawing on and updating existing learning material and guidance in close collaboration with counterparts in AFRO. Deliverable: Draft set of training materials
  5. Consult stakeholders on all initiatives above and ensure buy-in for the use and application of these standards, materials and methods. Deliverable: report on engagement and consultation with stakeholders
  6. Provide inputs into transforming WHE’s competency-based assessment tool, which is currently applied in a face-to-face format, into a tool that can also be used in online or blended learning and to expand the tools efficient application. Deliverable: Framework for competency assessment in online and blended learning
  7. Support the competency-based assessment of at least 100 “Leadership in Health Emergencies” candidates from the WHO Africa region . Deliverable: Training reports
  8. Support the shift of WHE’s work in learning and capacity building for health emergency work from face-to-face learning to online and distance learning solutions. Deliverable: Draft set of recommendations and pilot products to help distance/digital/online learning.
  9. Revise, as needed, existing emergency response training including but not limited to IMS training as and when new guidance and procedures becomes available. Deliverable: Draft set of revised learning material.

Timeline

Start date: 01/07/2020

End date: 30/06/2021

Work effort

– 12 Months at 100 % (100% equals 40 hours a week – 4 weeks a month)

Specific requirements

– Qualifications required:

  • Advanced university degree

– Experience required:

  • Minimum of 10 years of experience in capacity building through training and exercises
  • Strong work experience with international organisations and in international contexts
  • Experience with pre-deployment trainings for humanitarian, emergency response personnel
  • Experience in the planning and roll-out of large-scale simulation exercises

– Skills:

  • Very strong project management skills; certification an advantage
  • Strong organizational skills
  • Attention to detail
  • Good analytical skills
  • Excellent writing/editing skills, good communicator
  • IT savvy
  • Ability to coordinate writing of official documents with various stakeholders
  • Self-motivated
  • Capacity to produce at short notice and against tight deadline

– Language requirements:

  • Written and spoken English at native speaker level is essential
  • Working knowledge and production capacity in other UN languages is an advantage

 

Place of assignment

The consultant will work remotely.

Travel

Travel to Geneva and other destinations will be required and agreed on a case-by-case basis. For this travel, arrangements will be made by WHO according to UN rules (economy airfare, daily allowance, etc.)
