Expression of Interest

International Advisory, Products and Systems Ltd (i-APS), a U.S. woman-owend and manged small business intends to submit a prime application for the United States Agency for International Development (USAID) Central Asia Mechaism for Monitoring, Evauation and Learning (USAID Solicitation Number – 72011523R00002). i-APS is a global leader in providing complex monitoring, evaluation and learning services (MEL) worldwide, having worked in over 26 countries and currently registered and operating in 11 countries.

As part of our approach to the USAID Central Asia MEL Mechanism, i-APS intends to identify and subcontract with locally-registered Central Asian-based organizations to assist in addressing the below scope of work.

To be eligible to respond to this expression of interest, firms must:

  1. Be organized under the laws of a country in the region served by this Contract;
  2. Have its principal place of business in the region;
  3. Be majority owned by individuals who are citizens or lawful permanent residents of the region; and
  4. Be managed by a governing body, the majority of whom are citizens or lawful permanent residents of the region.

Region or Countries Covered by this Expression of Interest: Only organizations meeting the above criteria in the following countries should apply: Kazakhstan, Turkmenistan, Kyrgyz Republic, Tajikistan, and Uzbekistan.

Scope of work: i-APS seeks expressions of interest from firms who are locally registered and operating in the Central Asian countries identified above who have experience across any of the below objectives.

  • Objective 1: Exerience conducting evaluations, including performance, impact and quasi-developmental evaluations for USAID, other donors or at the project or actvity level.
  • Objective 2: Experience conducting assessments or analysies, such as landscaping analysis, beneficiary analysis, cost/benefit analysis, risk assessment, youth assessment, etc.
  • Objective 3: Experience providing monitoring and learning support for humanitiran programs. Such support can be to USAID or other donor funded programs. Acttivites can include design of data collection tools, analysis of montiroing data to support activity or program learning, capacity building of local organizations or professionals, conducting baseline and endline data collections, etc.
  • General experience working with USAID or USAID funded projects in Central Asia.
  • General experience conducting data collection related to studies, research or montioring and evaluation activities in Central Asia.
